Overview
On July 23rd, 2008, Governor Schwarzenegger signed Assembly Bill 811, which gives cities the ability to create special assessment districts for financing energy efficiency and renewable power improvements.
AB811 authorizes all cities and counties in California to designate areas within which city
officials and willing property owners may enter into contractual assessments to
finance the installation of distributed generation renewable energy sources and
energy efficiency improvements.
- Provides
financing structure for Energy Efficiency and Renewable Energy
- Allows
residents to tap into tax-exempt low-interest fginancing options
- Owners
enter into loan contract with city and pay back property tax assessment,
over 10-20 years.
- May be
realized through a number of means (general funds, utility partnerships,
bank lines of credit, private-active bonds)
- Margins
for financing and administration can be added outside of assessment.
- Attaches
financing to property (through assessments) so the costs are distributed
over the lifespan of the improvement.
- Allows
for specific areas to be designated (All or part of the city).
- Requires
participating cities to define terms and a plan for raising capital.
- Berkeley,
SF, and Palm Desert are already implementing programs that
are within this purview and could be models. Sonoma County is in the process of developing an AB811 based program.
Implications for Local Governments
- As a voluntary program, may be more appealing to constituents, and may have limited upfront costs for development by the city.
- Can be a mechanism to reinforce general green building strategies
- Could be a particularly effective vehicle for tackling existing buildings
- Appropriate and viable financing models for each city will need to be developed
